Forty years have now passed since the periodical Voprosy filosofii [Problems of Philosophy] was born. Its first issue was sent to the press on the last day of July 1947. By August, readers already had in their hands this issue of the new philosophical journal, the lack of which had been quite keenly felt throughout the country. The first issue took up 31.5 printer's sheets and marked the beginning of the production of the second Marxist philosophical periodical in the history (...) of our country. Earlier, between 1922 and 1943, the philosophical journal Pod znamenem marksizma [Under the Banner of Marxism] was published in the Soviet Union; under the difficult conditions of the war this journal in a sense shut itself down unnoticed: no one abolished it. Askeri bir darbeyle iktidara gelen Cemal Abdülnasır, hükümeti devraldıktan sonra sosyalizmle karışık Arap milliyetçiliği ideolojisini benimsedi. Nasır'ın Arap milliyetçiliğini ulusal sınırların ötesine etkili bir şekilde yayabilmesi için güçlü siyasi propaganda araçlarına sahip olması gerekiyordu. Bu anlamda Nasır döneminde, radyo yayınları ve müzik besteleri çok etkili propaganda araçları olarak ortaya çıktı ve Nasır mali ve maddi kaynaklara önemli yatırımlar yapılmasını teşvik etti. Özellikle de Ümmü Gülsüm'ün ses yeteneği, Nasır'ın Arap milliyetçiliğini yayma çabalarını desteklemede öne çıktı ve Ümmü Gülsüm’ün sesi, bu alanda (...) etkin ve ses yetenekleri kullanılan diğer sanatçıların etkisini geride bıraktı. Bu makale, 1950’ler ve 1960’lar boyunca Nasır’ın Arap milliyetçiliğini Ortadoğu’da yayma noktasında Ümmü Gülsüm'ün sesini ve Arapların Sesi Radyosu’nu yumuşak güç unsuru olarak kullandığını iddia etmektedir. Bu kapsamda çalışma, Ümmü Gülsüm'ün Nasırcı Arap milliyetçiliğinin yayılmasına yaptığı katkının çeşitli boyutlarını beş temel hususa odaklanarak incelemektedir. İlk olarak, yumuşak gücün siyasi idealleri yaymak ve ortak bir kimlik duygusu geliştirmek için bir araç olarak kullanımını araştırmaktadır. İkinci olarak, Nasır tipi milliyetçiliğin ve radyo yayınlarının bu süreçteki rolünü irdelemektedir. Üçüncüsü, radyonun Nasır'ı desteklemek için nasıl bir siyasi propaganda aracı olduğunu araştırmaktadır. Dördüncü olarak, Ümmü Gülsüm'ün Nasırcı Arap milliyetçiliğini teşvik etmedeki araçsal rolünü analiz etmektedir. The article focuses on the concept of the state in the works of the German sociologist M. Weber and his contemporary, the anarchist G. Landauer. Specifically, it is commonly thought that Weber has a unique interpretation of the state, its nature, and inalienable characteristics. This Weberian approach did not fit into any of the traditions that existed at that time in Germany (for example, represented by H. Kelsen, G. Jellinek, and O. von Gierke). However, the author of the article tries (...) to demonstrate that three main Weberian aspects of the state — 1) the monopoly on legitimate physical violence, 2) the relationship of domination, which is accompanied by a minimum desire to obey, and 3) the chance for the regular reproducibility of these relationships — are consonant with Landauer’s concept of the state. This discovered conceptual affinity allows one to look at Weber’s sociology from new angles, without being impacted by the personal beliefs of the German scientist, who very critically treated anarchism as a socio-political movement. In the final section of the paper, the author discusses the modern project of “anarchist sociology”, which also uses Weberian methodology. The paper argues that “anarchist sociology” might be a promising social science with ts unique vision of several key sociological topics, such as domination, power, or social inequality. (shrink)

“Dünyadaki kötülüklerin varlığı, geleneksel teizmdeki Tanrı inancı için bir problem oluşturur mu?” 2000 yıldan fazla zamandır çok çeşitli geleneklerden gelen düşünürleri meşgul eden bu çetrefilli soruya bu kitap, en güncel tartışmalardan hareketle cevap vermeye çalışıyor. Kötülük probleminin tarihsel gelişimini, mantıksal ve delilci kötülük argümanlarını özetledikten sonra kitap, geleneksel ve modern teist çözüm önerilerini ele alıyor: Özgür iradenin varlığı veya manevi gelişim potansiyeli, kötülüklerin varlığını meşru hâle getirir mi? Etrafımızda gördüğümüz kötülüklerin gerekçesi konusunda şüpheci tavır takınıp Tanrı'nın hikmetinin, insanın kısıtlı zihni (...) tarafından sorgulanamayacağı sonucuna mı varmalıyız? Özel olarak İslami gelenek içinde kötülük problemini çözmemizi sağlayacak kaynaklar bulabilir miyiz? Kitap, tüm bu önerilerin yetersiz kaldığını iddia ederken karşı cevap olarak modern "kötü tanrı" argümanını ele alıyor. Buna ek olarak ilahi adaleti tehdit eden ilahi gizlilik ve benzeri argümanlar, kötülük problemini daha da çözümsüz hâle getiriyor. Kötülük probleminin çözümsüzlüğü, evrenin bizim acılarımıza ve isyanımıza kayıtsız olduğu ihtimali ise bizi daha üst düzey bir probleme, anlam problemine taşıyor. Anlam problemi, herkesin problemi olduğuna göre kötülük karşısında kimsenin rahat olmaması, anlamlı hayat konusunda herkesin kafa yormaya devam etmesi gerekiyor. (shrink)

Introduction Tourette Syndrome is a childhood onset disorder characterized by vocal and motor tics and often remits spontaneously during adolescence. For treatment refractory patients, Deep Brain Stimulation may be considered. Methods and Results We discuss ethical problems encountered in two adolescent TS patients treated with DBS and systematically review the literature on the topic. Following surgery one patient experienced side effects without sufficient therapeutic effects and the stimulator was turned off. After a second series of behavioural treatment, he experienced a (...) tic reduction of more than 50%. The second patient went through a period of behavioural disturbances that interfered with optimal programming, but eventually experienced a 70% tic reduction. Sixteen DBS surgeries in adolescent TS patients have been reported, none of which pays attention to ethical aspects. Discussion Specific ethical issues arise in adolescent TS patients undergoing DBS relating both to clinical practice as well as to research. Attention should be paid to selecting patients fairly, thorough examination and weighing of risks and benefits, protecting the health of children and adolescents receiving DBS, special issues concerning patient’s autonomy, and the normative impact of quality of life. In research, registration of all TS cases in a central database covering a range of standardized information will facilitate further development of DBS for this indication. Conclusion Clinical practice should be accompanied by ongoing ethical reflection, preferably covering not only theoretical thought but providing also insights in the views and perspectives of those concerned, that is patients, family members and professionals. The building of advanced socialism and the gradual transition to communism is the basic theoretical problem and practical task formulated in the proceedings of the Twenty-fifth Congress of the CPSU and the congresses of the fraternal parties of the countries of the socialist community. Solution of this task is carried out on the basis of knowledge of the uniform dialectical laws of development of society operating on the scale of the entire worldwide socialist system. The experience of the countries of (...) the socialist community not only totally confirms the conclusions and generalizations made by scientific communism but in many respects enriches them, demonstrating the indissoluble connection among the objective dialectics of development of socialist society, the theory of scientific communism, and the activity of the Communist parties. In Ai Ssu-ch'i is exemplified and substantiated the Soviet influence on the official definition of philosophy in the history of Communist Party of China, i.e., the assertion about and the method for knowledge of the world. Such a philosophical knowledge has as its formal object the most fundamental laws of the universe.In order to acquire such a genuine philosophical knowledge, one needs a desire to change the world and a proletarian point of view. For only by aiming at changing the (...) world is inevitability reflected; only in the proletarian viewpoint are the objective laws reflected. In order to substantiate these assertions, one has to point out that, first, man's thinking is determined by his social relations and, secondly, social relations are determined by practice. Since the proletariat is in the right kind of practice, it is both in the proper locus of social relations and, therefore, it perceives both inevitability and objectivity. Yet, due to man's subjective dynamism, it is possible for other classes to adopt the standpoint of the proletariat. (shrink)

Ai Ssu-ch'i is a little known but very important figure in the introduction of Marxism-Leninism into China. This first article provides a brief biography of Ai Ssu-ch'i as well as a detailed account of his activities as teacher, author and propagandist. Among his other services to the cause of Marxism-Leninism in China, one has to stress Ai Ssu-ch'i's systematic opposition to Yeh Ch'ing and to the non-Communist interpretation of Dr. Sun Yat-sen's Three Principles of the People. There is some ground for saying that the real Confucius cannot be the object of recent critiques in the PRC. Both the critiques and critics are of questionable authenticity and they seem to be ‘pulling their punches’. What is clear is that these ideological pursuits mask some very serious political events over the recent past in the PRC.
